SELLER GUIDE

Selling an empty or vacant property

An empty property keeps costing money: council tax, insurance, utilities and maintenance, plus the risk of damage or break-ins. If you have a property standing vacant, it pays to know the rules and plan the sale.

Legal position checked: October 2026. General information, not legal advice.

The short version

  • In England, councils can charge an empty homes premium after one year of a property being unoccupied and substantially unfurnished.
  • In Wales, councils can charge premiums of up to 300% on long-term empty homes.
  • Many insurance policies restrict cover once a home is empty for around 30 days.
  • Some exemptions apply, for example for homes of people who have died awaiting probate.

Council tax on empty homes

In England, since 1 April 2024, councils can charge a premium once a property has been unoccupied and substantially unfurnished for one year (previously two). The level rises the longer it stays empty. In Wales, councils can charge a premium of up to 300% on long-term empty homes. Rules and exemptions vary by council, so check with your local authority.

Insurance

Standard home insurance often reduces cover (for example for escape of water, theft or vandalism) after a property has been empty for a period stated in the policy, frequently about 30 days. Tell your insurer and arrange unoccupied-property cover if needed. Insurers often require regular inspections.

Keeping it safe and saleable

A few simple steps protect value while you sell:

  • Drain down or isolate water if the heating will be off in winter.
  • Redirect post and remove free newspapers that signal an empty home.
  • Check regularly for leaks, damp and break-ins, and keep a record.
  • Keep gardens tidy. Overgrowth attracts attention and puts buyers off.

Choosing how to sell

Vacant possession is attractive to buyers, so an empty property can sell well on the open market if it is in reasonable condition. If it needs work, is far from where you live, or holding costs are mounting, a direct sale with a fixed completion date limits the time you carry those costs.

Common questions

Do I pay council tax on an empty house?

Usually yes, and a premium may apply after a year in England. Some exemptions apply, so check with your council.

Is my insurance still valid?

Check the unoccupancy clause in your policy and tell your insurer the property is empty.
